The new rules will come into effect on July 1, 2023. Key Rule Changes 1. Active Goalkeeping Zone: * A new area within the 6-meter line has been designated as the “Active Goalkeeping Zone.” * Goalkeepers may take more active steps within this zone, including making saves while moving both feet. * This change is intended to create more scoring opportunities and reduce the advantage of passive goalkeeping. 2. Two-Minute Suspensions: * Two-minute suspensions will now be introduced for all technical fouls, including time-wasting, excessive body contact, and unsportsmanlike behavior. * Multiple two-minute suspensions will result in a progressive punishment system. * This change aims to deter players from engaging in disruptive tactics and improve discipline on the court. 3. Video Replay: * Video replay will be used for the first time in international handball for major decisions. * Referees can review incidents on a video screen at the scorer’s table. * Replay will be used to correct obvious errors in judgement. 4. Seven-Meter Throw: * The seven-meter throw will be awarded for fouls within the 4-meter line. * This is a significant change from the previous rule, which awarded a penalty shot for fouls within the 6-meter line. * The change is intended to create more long-distance shooting opportunities. 5. Timeouts: * The number of timeouts per team has been increased from one to two. * This change gives coaches more flexibility and allows for strategic adjustments during the game. 6. Player Substitutions: * Players will now be able to enter and leave the court without stopping the clock. * This change allows for more fluid and dynamic gameplay. Impact of the Rule Changes The new rules are expected to have a significant impact on the sport of handball. They aim to: * Increase scoring opportunities and make the game more exciting for fans. * Improve discipline and fair play by deterring disruptive behavior. * Enhance the accuracy of refereeing decisions. * Create a more fast-paced and fluid game with more player substitutions. The IHF believes that these changes will result in a more entertaining, fair, and competitive sport of handball.
