The VRO, who is located in a separate room and has access to multiple camera angles, reviews the footage and makes a decision. The on-court referees then announce the VRO’s call to the teams and the spectators. The Hybrid Referral System aims to address several key challenges faced by handball referees. These include: * Subjective interpretations: Video replay can provide an objective assessment of close calls, eliminating the potential for human bias or error. * Missed calls: The VRO can identify missed infringements that may have been overlooked by the on-court referees. * Inconsistent decisions: By having a central VRO review all questionable calls, consistency across matches can be improved.
