Effective immediately, all dogs must be leashed or otherwise restrained when outside their owner’s property. Previously, dogs were only required to be leashed in designated areas such as parks and school grounds. However, the new law expands the leash requirement to include all public areas, including sidewalks, streets, and trails. “The safety of our residents and their pets is our top priority,” said Des Moines Mayor Frank Cownie. “This new law will help prevent dog bites, traffic accidents, and other incidents that can put people and animals at risk.” The leash law is not only about responsible pet ownership but also about protecting the community. Loose dogs can pose a danger to other animals, children playing, and individuals walking or cycling. They can also cause property damage and spread disease. “Leashing dogs is not just a legal requirement but also a common-sense way to keep our pets safe and our community protected,” said Des Moines Police Department Animal Control Officer Sarah Wilson. “By following this ordinance, dog owners can help create a more harmonious and safe environment for everyone.” The Des Moines Police Department will be actively enforcing the new leash law. Violators may face fines or other penalties. However, the primary goal of the law is to promote responsible pet ownership and prevent dangerous situations.
